I have been asked a question about home boarding that I can't answer - so I'm hoping that somebody out there will have some answers/ideas.  Rebecca is keen to set up a home boarding service but has been told she cannot be licensed if there is a child under five years old in the house - even if the dogs are kept in a separate room.  She points out that child minding businesses are allowed dogs in the house - so understandably she questions the logic of this rule.
